At one point Pokemon and humans were meant to live cohesively, but after an unknown serum infects the population it's a fight for survival. Pokemon and Rampage as a mash-up was a no-brainer in the sense that both games revolved around fictitious creatures, and the implementation of a destructive lore made the idea a reality.
